- Maui County was underrepresented with only 6.3% of state permits despite having 11.3% of eligible population.
- Hawaii County had the highest representation while Honolulu saw the largest 90% increase in permits.
- Nearly 2,000 new applications were processed statewide with 38 denials and 8 revocations in 2025.
