A Maui County Council committee voted 6-2 to advance two resolutions that would rezone select apartment-zoned vacation rental properties in Kīhei and West Maui into newly created hotel districts. The move is part of the county’s phased effort to resolve the legal status of roughly 4,500 grandfathered vacation rentals on the Minatoya List.
- The Housing and Land Use Committee forwarded Resolutions 26-110 and 26-111, which would trigger companion bills to the Maui Planning Commission for community plan and zoning changes.
- Affected properties would shift from apartment zoning to the new H-3 or H-4 Hotel District created under Bill 88/Ordinance 6008, which took effect June 22.
- Resolution 26-110 targets properties with timeshare or leasehold characteristics; Resolution 26-111 covers seven properties already operating in a hotel-like manner.
- The rezoning is designed to allow Minatoya List vacation rentals to continue operating legally as Bill 9 phases out STRs in apartment districts.
- The full Council must still adopt the resolutions before the planning commission process can begin.
